For UAE free zone traders, Designated Zone stock movements are VAT-safe only when the goods remain under qualifying customs control and your file proves where the goods were, who owned them, and how they moved. Keep customs declarations, gate passes, warehouse records, contracts, invoices, transport documents, inventory ledgers, and EmaraTax-ready reconciliations. If evidence is missing, the UAE Federal Tax Authority (FTA) may treat the movement as a taxable supply or disallow your position.

A Designated Zone is not simply any UAE free zone. For VAT, special treatment can apply to goods in specific zones only when the legal conditions are met. The practical business issue is evidence: invoices alone rarely show customs status, physical location, or whether goods left the zone.

03 Free zone versus mainland: the practical distinction

The key distinction is control over goods. A transfer from one warehouse in a qualifying Designated Zone to another approved warehouse in the same zone may be different from a delivery to a Dubai mainland customer. The first may remain outside normal VAT charging mechanics for goods, while the second usually needs mainland import or supply evidence.

Mainland movements are not proved by a driver message or delivery note alone. You need the customs declaration, exit gate record, delivery confirmation, tax invoice or import accounting, and a stock ledger entry showing the exact SKU and quantity.

Goods stay under the same controlled environment. Evidence focus is warehouse control, ownership transfer, and inventory matching.

Between Designated Zones

The file must prove dispatch, receipt, and customs-controlled movement between zones. Transport documents should match both warehouse ledgers.

To the mainland

Treat this as a higher-risk movement. Evidence should show import, delivery, VAT treatment, and the customer’s receipt.


04 The VAT evidence checklist for Designated Zone stock movements

Build a standard pack for every movement, even when no VAT is charged. Save it by movement reference, not only by month, so your team can answer FTA questions quickly and reconcile the transaction in EmaraTax working papers.

  • Master data: customer and supplier trade licences, TRNs where applicable, Designated Zone address, warehouse code, and authorised signatories.
  • Commercial documents: purchase order, sales order, contract terms, tax invoice, credit notes, and agreed Incoterms.
  • Customs documents: import declaration, export declaration, transfer approval, bill of entry, or customs release documents.

05 Worked example: evidence trail with AED figures

Assume Al Noor Components FZC buys 1,000 electronic parts for AED 220,000 and stores them in a Designated Zone warehouse. It sells 600 parts to another Designated Zone trader for AED 180,000 and moves 400 parts to a mainland distributor for AED 140,000. For the mainland sale, applying the standard UAE VAT rate of 5%, cited by the UAE Ministry of Finance VAT overview, accessed 10 August 2026, VAT is AED 7,000, making the customer invoice AED 147,000.

The evidence file should separate the AED 180,000 zone-to-zone transaction from the AED 140,000 mainland transaction. The first file needs both warehouses’ receipt and dispatch records, transfer approval, inventory movement, and customer confirmation inside the Designated Zone. The second needs exit gate pass, import or customs documentation, delivery proof, tax invoice, VAT ledger posting of AED 7,000, and EmaraTax return working papers.

06 Common mistakes that create VAT risk

Most disputes start with ordinary process gaps, not aggressive tax planning. The following mistakes are common among growing traders with busy warehouses.

  • Using a free zone address as proof of Designated Zone status without checking the official list.
  • Mixing mainland and Designated Zone stock in one location code, making movement history unclear.
  • Relying on supplier invoices when customs and warehouse documents say something different.
  • Posting VAT codes manually without approval or review by the tax owner.
  • Failing to keep Arabic or English document translations where the finance team cannot understand key terms.
  • Correcting inventory after month-end without linking the adjustment to the original movement.

One practical control is a monthly exception report: movements with missing gate passes, negative stock, unmatched customs references, or VAT codes overridden by users. Review exceptions before VAT return preparation rather than after submission.

Note: If your evidence contradicts your VAT treatment, fix the root cause before repeating the process. Repeated errors can indicate a system control weakness.

07 Edge cases to review before moving stock

Some scenarios need more than the basic checklist. If goods are repaired, repacked, assembled, loaned, returned, or temporarily moved for exhibition, ownership and place of supply can become unclear. Keep board or management approvals for unusual movements, plus emails explaining the commercial reason.

Consignment stock also deserves attention. A supplier may retain ownership while goods sit in your Designated Zone warehouse, but a sale may occur later when the customer draws stock. Your records must show when title passes, when the invoice is issued, and whether goods are still in the zone at that time.

Returns are another risk area. Match the credit note to the original tax invoice, confirm physical receipt, and reverse inventory accurately. If the goods return from the mainland into a Designated Zone, keep the entry customs file as well.
